The Township of Ocean Sewerage Authority (TOSA) provides wastewater treatment services for the Township of Ocean in Monmouth County, New Jersey. In addition to Ocean Township, TOSA also serves the neighboring communities of Deal, Allenhurst, Interlaken, and Loch Arbour, covering a total population of approximately 30,000 residents.
TOSA is committed to preserving and protecting local water resources through effective and environmentally responsible wastewater management. The Authority’s administrative offices and treatment plant are located at 224 Roosevelt Avenue in the Oakhurst section of Ocean Township.
TOSA operates as an autonomous governmental entity governed by a five-member board. Each member is appointed by the Mayor and Council of the Township of Ocean to serve staggered five year terms. The Authority also appoints its own professional consultants, including legal, accounting, and engineering experts.
We in the business know very well the problems created by the “flushable wipe”. We’ve tried for years to educate the public at events like the New Jersey League of Municipalities that indiscriminate flushing of greases and wipes can be costly problems to collection systems; then ultimately to the public. A bittersweet consequence of the COVID-19 pandemic is an increase in the flushing of non-degradable wipes.
Bitter, because it has increased maintenance issues with our systems. Sweet, because it has gained increased attention with the public. Several news organizations have publicized the problems. There has also been an increased awareness of the problem provided by municipalities.
